Its likely an estimate because I've never seen a real stated budget. Why do PC gamers spend $300 for a GPU and $250 for a CPU? Because they want mods, because they want the best IQ, because they want to game at 60FPS, because they want control over how the game runs etc.

Also, PCs offer far more than just gaming. Video, audio processing, etc. Personally, I would not spend an incredible amount on a PC solely for gaming. I could justify it because of its other uses though.
