Why did ICO and Shadow of the Colossus have such low sales?

I found ICO to be quite frankly awful and I think it was lucky to sell that much. Regardless of what you think about their quality, some games just have a very niche appeal or just come out at the wrong time and are overshadowed by more popular releases.
