GOW 2 was released when very few people had picked up a next generation console and furthermore every PS3 was able to play that game as well. Its not like the PS3 had a massive launch that GOW 2 was unable to compete with.

 

 

People pointed toward a 'decreasing' sales trends in Metal Gear Solid games, and said MGS4 would release with a lower install base and therefore would sell quite low.  Their predictions failed, MGS4 bucked the trend and it still has all it's budget-priced sales to make.  Just saying.  GoW 3 could well beat GoW2 in sales.
