I'd guess deregulation of markets by Jimmy Carter.
For one he deregulated the Airline industry.
That and a bunch of other crap.
Eh then again I don't know if i'd blame it on carter. He had his issues with the economy he just never worked to fix them. He knew running a deficit was going to screw them.
