The 360 can output 480p, 576p (UK), 720p, 1080i, 1080p on HDMI and Component.  1080p support on Component though is limited due to the fact most TV's don't support it.  On VGA it will display the following resolutions 640 x 480, 848 x 480, 1024 x 768, 1280 x 720, 1280 x 768, 1280 x 1024, 1360 x 768, 1440 x 900, 1680 x 1050, 1920 x 1080.

Most games on the 360 like the PS3 are made to run at 720p (1280x720) so whenever either console displays at 1080p for the vast majority of games they're upscaled to that resolution.  There are some games which support 1080p native rendering such as Virtua Tennis, Wipeout HD?, also GT5 I believe does render very close but not quite the full monty.

Not sure if the 360 supports specific resolutions like VGA over the HDMI connection as I don't have a HDMI port on mine.
