Sure they were. Because the Georgian sepretists shelled first. And broke the treaty first.
Because Russia wanted the entire thing to happen in the first place. The breakoff groups knew there were 1 of 2 choices the georgians could make.
Let them selves keep getting shelled and do nothing. Or attack and provoke the russians.
