I don't think this is going to have the impact people think it will unless other parts of the console changed too. I'm personally going to wait till someone does a more thorough look through of what all changed internally. The GPU as far as I understand has been the major problem although thats mostly due to two factors the poor airflow over it and the fact it was situated directly under the DVD drive. Maybe if the new CPU lets them divert more airflow to the GPU it might make a difference but the CPU wasn't the cause previously as tests showed it would hold pretty stable at around 55-60˚C however the GPU under normal conditions would get to 70-80˚C and it was thought that under very bad dust/hair whatever conditions could go as high as 90-95˚C. All this heat gets trapped under the DVD and the motherboard begins to bend causing the solder holding the GPU to break and then redring occurs. This is essentially the trick and the science behind why the towel trick works sometimes you cause the board to bend again and let it cool in hopes that the GPU will reseat itself properly. Hopefully for fans of the 360 they are now pulling heat away from the GPU more effectively but forgive me if I'm pessimistic for the time being.
