If it's applied properly... and the condom is all right. Actually condom failure rates are likely a lot higher as people don't know a lot of stuff that can cause a condom to "go bad".
For example... keeping a condom in your wallet at all times... actually a bad thing... then there are holes that just go unnoticed... and any number of other factors.
That's why it's always good to double down with the birth control.
