To be quite honest I don't think that would work. If a person wants to cross the border bad enough they will try andfind a way to get through. I mean you can't patrol every inch of the border. If you do try to close it, all it's going to do is harm relations with Mexico and stop trade ,etc...

 

It would harm trade/relations if we did it without reason.  Health crisis is a pretty good reason to shut down a border for a while.
