Wasn't the original concept of reviews to let those reading the review know how fun the game is. Isn't that what the scale of 1 to 10 supposed to represent? I'm pretty sure that's how its been since the inception of gaming magazines.
1 = not fun at all
5 = somewhat fun
10 = incredibly fun
Never has 10 reflected a perfect game. Get that thinking out of your head. Its a subjective rating system just like all those essays you write. You get graded on how well its written, and developers get graded on how fun they made their game. Since the game is generally incredibly fun, it definitely deserves that rating. The small flaws don't detract from the amount of fun you are having. There are no huge bugs, the AI is awesome, the game looks really good, and it's incredibly fun.
