Don't see why not, there's no excuse for the pure MGO element not having split-screen mode, it is a simple deathmatch mode and other games with similar graphics and framerates pull it off very well.
While some might have a problem with split-screen co-op in singleplayer, they need merely only enable it after the single-player games has been completed, not that it needs to be canonical anyway either, there's certainly nothing canonical about 2 Master Chiefs.
