But why would they choose to make GTA4 the "GotY Edition" when both Fallout3 and LBP dominated MOST of the GotY awards?

 

 Probably because it would generate significant extra sales.  Do you seriously expect a GOTY version of LBP to move many units, Fallout 3 on the other hand is a given at some stage.
