They wanted to get a slow start, get a small userbase, and then cut costs and reduce the price. There are a few things, however, that they did not foresee:

Who knows, maybe heads rolled because they were expecting a slower start and then that first bill for cost came in and they were like "wtf? Why aren't we selling less? the console is ***** 600$!"

i can picture the board meeting a few months in:
