      Because both Snatcher and Policenauts have long been considered to be 10s while ZOE is an 8.5.  Also, the Sega CD was far from a failure.  It had Sonic CD a Sonic game that hasn't been surpassed in quality in fifteen years, Snatcher one of the greatest games of all time, and Lunar I & 2 and Magical Popful Mail jrpgs that no 360 jrpg has come close to topping.

 

Yeah, I'm sure you and the other 11 people who bought Snatcher thought it was a great game too, but In this day and age if Kojima released that they would be in bankrupcy in no time. People would have no clue what Snatcher is. At least they have an idea of what ZOE3 would sell.
