Because unlike the PS2, there won't be the incentive to develop for PS3. whether it is cheap or not. It simply wont have the self-sustaining userbase its predecessors did.
As for coming close to the graphics of next generation? I doubt that. One of the main expenses in the PS3 is Blu-Ray, an expense that should be largely mitigated by the time we see new systems in 2011/12. For $400, the console companies will be able to offer consoles that are substantially more powerful than either the PS3 or Xbox 360. Look at the Wii. It only cost $250 at launch, and it is significantly more powerful in real terms than the Xbox.
