Well, tis' not as if the waste was unexpectedly dumped off the coast. The companies that dumped the waste made deals with some of the warlords allowing them to dump the waste with impunity. That does not excuse the companies, but some of the Somalis are also culpable. The illegal trawling is more likely to induce piracy than the illegal dumping. Interestingly, during the months in 06 that the ICU had control of Mogadishu and Harardhere, piracy decreased. Was this partly a result of the ICU preventing illegal fishing? I am dubious that the ICU could have such an impact on illegal fishing in such a short period of time, but it is an interesting proposition.
