I'm going with 1 hour time frames. 18-19 = 1 vote.  19-20 = 1 vote.  20-21 = 1 vote.

I don't have the luxury to be at a computer at precisely 44 minutes after every hour as others might.  The outcome is the same and it's much easier to work a vote in if it has to be between X and Y than at precisely X:ZZ.
