High Density (HD) 3.5inch floppy in windows can only old 1.38MB data.

hahaha, what an ignorant boy. The space is available is due to the filesystem used. Windows can use more than just the standard 1.44mb filesystem.

Windows 95\98 themselves were distributed on discs using windows proprietory file system that can hold an extra 100k or so than a standard HD 3.5inch floppy.

Furthermore, the restriction in formatted capacity of a HD 3.5 floppy is down to the disk drive itself...

Oh and what this he says...DOS can only access 640k of data on a HD 3.5 inch floppy?
