I think Fox gets a bad rep in what is an entertainment catch-22. They are the only network that really takes chances on what would be very narrow-market shows and gives them a decent budget. But by taken that chance they inevitably hurt the cult-following that loses a show when it gets cancelled due to poor ratings. I wouldnt blame Fox, I would blame viewers that prefer crap over quality.
Also, you forgot to mention Arrested Development.
