Can't really see that passing (maybe elections in June are also a factor).
But if it were to pass there is also the bit about people supporting it by staying with a provider with those policies. Though I'm not very optimistic on the Germans protesting :/ Spent 7 years there with huge part of the DSL infrastructure being controlled by the Deusche Telekom with a forced disconnect every 24 hours. Those were also the lovely times when getting hold of fansubs was a matter of waiting in queue in DC++ and irc fservs, I ended up signing up with a more expensive ISP just to have a constant connection.
I sent 4 complaints the first year and apparently the 24hrs disconnect was necessary because they didn't give out static ips, go figure when the definition of static ip was "more than 24 hours".
