Aside from the characters looking like crap, Braid is a masterpiece in design. Beatiful from the first frame to the last. Mirror's Edge has bright colors and pale colors, with no shade of brown ever touching the screen, and that alone would merit a second place in my book.
Valkyrie Profile is the current epitome of cell-shading. Grand Theft Auto IV built a city that was almost believable, and a joy to cruise around in just to look at the sights. The World Ends With You derives much of it's atmosphere from the wacky surroundings, awesome characters and in comparison very normal monsters.
