put back the rpg thing( you know the more you shoot with a gun the better you get)
put some evolution on the main charactor( you beging poor and ugly and end up rich and famous)
more crazy mission like the one in the lost and damn when you are chassed by a bunch of cops and you are in the back of a motorcycle
add cooperative campaign
and move gta to and exotic place like china or india
