I say Ireland because they crumble to the EU as readily as some.

The eastern European countries are just happy to be in the EU, I wouldn't place bet on then kicking up a big fuss.

I dunno though...

Oh I know.  Ireland derailing the whole Lisborn treaty and all.  I just don't think it's a priority for Ireland.

While this kind of thing would largely be damaging to poorer countries.

It's like a regressive tax.
