I wont pretend to know US law but getting beaten for simply refusing a request seems extreme. Had they just cuffed him and taken him to the local police station then it wouldn't be so bad.
The pastor may be in the wrong here for all I know as the information detailing the event isn't very clear but any overreaction by the police should always looked into closely.
