It's because the videocard, those ones have a crappy 64-bit memory bandwidth.
The only advantage that card has against a PS3 is higher Shader Operations, but nothing else. Try getting something on the like of a Radeon X1950 or GeForce 7950, because right now the Direct3D 10 lineup sucks at it, no point of having it.
Everything else is fine.
