he means to say:

1. left click on start button

2. left click on "run" tab

3. type "cmd" (no quotes)

4. click "OK"

5. follow rest of what he says:  Type the following and press enter after each one (once again, do not type in the quotes)

"ping www.yahoo.com"
"ping 4.2.2.4"

copy and past everything into a post here.

He says that he is using windows Vista in his first post.  Therefore my instructions apply.
