How do you know that FFXIII had no memory issues? Most developers tend to agree that if the PS3 has one bottleneck it is memory, just as they agree that if the Xbox 360 has one it is disk space. What we do know is that FFXIII is being developed on a PC platform due to the nature of Crystal Tools then being ported to both PS3 and Xbox 360.

because the memory issues only happen the 360 way of developing of throwing things into memory and don't care about the outcome.
its a PC engine, all games are develop on a pc engine now, crystals tools its lead platform its ps3 that its the pc engine doens't mean it for PC games. nomura explain so himself, and the japanese game it's done if the english version its delayed it's the 360 port, doubtful its the localization if so my having problems finding voice actors.
with ps3 you have to allocate thinks from the start graphic memory to the GPU and XDR memory to the system.
