No, FFXIII will not be downgraded like GTAIV.

It means exactly what I said.  I didn't claim anything as fact.  I said that most speculation (which in itself was based on rumour and speculation) indicated that the PS3 version of the game was the cause of the delay.

Especially as at that point, the PS3 version of the game hadn't been seen.
