I'm not sure how much it would cost them to make games up to different standards rather than just make the same game, but I'd think that cost would outweigh the possible increase in sales on the PS3 due to better graphics.
It doesn't affect their bottom line whether you buy it for the PS3 or 360 as long as you buy it, and I don't see people who only own the PS3 not buying FFXIII because it doesn't have good enough graphics.
Another important note is that the only place that has a much larger cunsumer base for the PS3 than for the 360 is in Japan, and Japan is also a place where the Final Fantasy series will sell like hotcakes regardless of its graphics capabilities.\
Therefore, I really doubt that there will be any significant differences between the two games.
