I think something can be true because of the pursuit of the concept. (For instance a true "line" does not exist. All we know are line segments.) Even though everything is biased a man still can be unbiased because of the intent.
To say someone is honest does not take account the fact that they were wrong. It only means that they gave the most truthful answer available to them. A truthful person can be the biggest liar.
