Opinion is what you believe. Bias is more in how you present things.

I can take and report the facts without giving my opinion. The context in which I place them and what I include/exclude can show bias. That may give insight into my opinion, but such may never be stated.

Meanwhile, opinion is directly stated and is very hard to debate with facts because it is by definition a belief. Religious dogma and political philosophies are generally of this type.

The ultimate objective is to present the main facts and let people form their own ideas. But that is much more difficult to do in practice than it is in the abstract.
