They are using the PS3's SPEs extensively for their white engine, so the game may be impossible to port to much weaker hardware without significant downgrades and game engine redesign. Let alone the game would probably need to be devided to span multiple DVDs, which again means additional development and costs.
I think this will be a very significant game for the PS3, especially in Japan.
