Because Microsoft still has the rights to PGR and it would be an expense they don't need right now when they are trying to give their stockholders one profitable quarter/year just to prove they can. They will find a very competent team to make PGR5, which will be the last PGR for the Xbox 360 and will be even better than the brilliant looking PGR4.
