GTA have never been exclusive, I have yet to figure out why people think GTA4 was going to be a PS3 exclusive. Moneyhatting FFXIII and to a lesser extent DMC4 would have cost a huge deal of money, my guess is enough to fund for the development of a HD first party game such as Uncharted 2.
For every first party game sold Sony get back more of the $60 so they money hatted Versus and FFXIII for exclusivity in Japan, saving the rest for developing more games. Business is business and it has to be said Sony made a very smart decision.
