You do have to wonder quite what he was doing when preparing those documents. I can imagine him downloading the images and muttering "Disgusting...disgusting" to himself whilst letting his eyes linger on them.
Then he probably went to 'pray the gay away' just in case he had mangaed to somehow catch it from looking at pictures.
