It may not have been an incredibly aggressive act but any violent overreactions by the police on protestors will anger the crowd meaning that the police have to be even tougher to keep them under control, but this will just increase tension thus a potential riot. And thats correct, the more often police aggression is seen the less likely protestors will behave differently.
