When Modern Warfare 2 comes out I do think it's going to be on top but I don't think its going to stay on top as long as you guys think. With its userbase split between 3 relatively new games it will not be as heavily loaded as it could be. You also have to remember that Halo 3:ODST is coming out which will also give a massive boost the active online players for Halo.
