I think the majority of the shooter and fighting fans are console gamers.  How many fighters and shooters have been million sellers on any given handheld?

People just don't get why they should play those games on portables when there's always a better option. So do I.

Graphics are one of the main selling points of those games, so portables are out of competition with consoles in this regard. But they could compete in fun of multiplayer gameplay. They just need to bring some big names with heavily marketed local multiplayer capability of advertised games.

Can't say about multiplayer shooters (not into genre), afaik Metroid Prime Hunters was pretty big in multiplayer, but it's hardly could be considered big franchise in genre of multiplayer action (it's action-adventure series after all). I assume, fighters could do better on portables. Jump series on DS (>1,3mln in Japan), Dissidia: FF (900k in Japan) + newly announced Tales of VS are what portable fighters should look like. Obviously they're purely fanservice (big roster of well-known anime, manga, videogame characters*) to attract big sales + easy to pick-up gameplay, nothing complex. I think SSB DS could do well... again, fanservice (multiple videogame characters) + well-known franchise + addictive multiplayer action + gameplay, accessible for newcomers and deep enough for vets** = road to success and maybe, just maybe, 3rd parties will come up with those kind of experience on portable systems.

*Unfortunately not all of them could be translated overseas - cultural differences + licencing problems - developers need to make smth with universal appeal (would be interesting to see Dissidia: FF sales in US\EU).

** Who knows, even touch control could fit gameplay if done right. Sadly Ninty never considered SSB for DS.
