he hit her in the face, then whacked her with a batton, she did nothing to deserve that treatment!

 

 She came up from behind him and pushed him, so that first light wack was justified. She should have been arrested and dragged off at that point.

she didnt push him, she just swore at him, besides, wacking someone for swearing at you isnt acceptable behavour, certainly not from a policeman!
