I'd say PS1 more than PS2. With the PS2 they had no real need to bring out the checkbook simply because of marketshare.
But yes, on the PS3 they would at least try to counter MS' offers for extra contents if they had the means.
These PR stunts sound so stupid, I wonder if they have any beneficial effect at all?
