Terrorists use terror to try and change the way people live their lives. Pirates just use whatever means they can to get themselves some treasure.
You know, I have to say that I think George Bush II was right about one thing. If more money is spent on helping developing nations, then less people would turn to crime and terrorism as a way of life.
