if a 13 year old thinks that drinking in small amounts is ok, then they are less likely to binge, they wont see the point in doing so.
driving generally requires alot more skills than drinkning, to have a drink, all you need to do is get a glass and pour the liquid into it, to drive, you need to do alot more than that dont you?
