the only way its comparable to fire emblem is the phase in between battles.. you too have a camp.. or base.. there you can level up your classes with the exp you earned during battle and buy new weapon upgrades ,equip and swap equipment and learn new "spells"
the only game it really is similar to would be ring of red for the ps2 you take turns with you mechs on the 2d map just like any other srpg but once you enter combat you get to control your mech aim, and fire before you run out of moves
