Not entirely. But I think, unless something changes, that we won't see a bump in sales.

Although, the PS3 The Best titles are almost always undertracked.

Take a look at Kenzan for example. It sold 300k before the cheaper edition released and was in the top 50 for three weeks versus one week on VGC.

You have a point there. MGS4's sales have been stagnant for a long time. I find it hard to believe that it still hasn't crossed 4 mil now that it's even cheaper on places like amazon.
