No. The reverse is true. MS is stopping the retailer from pricing it below cost. The retailer would sell it that cheap temporarily because they could advertise it widely, causing people to come into the store and making the retailer a greater profit on other items. MS is trying to stop them because it reduces the sales of more expensive versions of Office; professional users may have chosen Home & Student instead of the full package if it was a lot cheaper.
