Good question.
I'm not sure. The thing I do know is that some countries protect their own labour markets from poor new members by making agreements bilaterally or unilaterally.
They are not allowed to do that forever though. At a certain point a member state will have to open up the labour market.
For how long is a nation allowed to 'protect' itself? I believe that is negotiable.
