If they are smart they will.
720p looks butt ugly on many 1080i/p native displays, and there's sometimes a considerable increase in input lag as well. And even if your current TV is native 720p, you will probably upgrade to 1080p at some point in the future. And when that happens you don't want half your game library to all of a sudden look like shit.
If you ask me, Sony's decision not to include a quality hardware scaler inside the PS3 is one of the most moronic decisions ever made by a game company.
