The X360 is 20 times more powerful than the XB and I doubt anyone would consider it's games to look a thousand times better than XB games haha.
X360 and PS3 have similar GPUs. PS3 has better texel fillrate while X360 can render vertex and shader separately, for instance, using all 48 pipelines to vertex before processing shading and only them displaying the frame.
PS3 has a better CPU than X360, nearly three times more powerful. His statement is true. Since X360 uses the very same PPEs present on the Cell and both utilize Altivec matrix, do your math and you'll see.
