I think LittleBigPlanet was targeted at the whole family, however the PS3 itself is currently targeted at adult males. I think lots of children are actually playing LittleBigPlanet on their parents' PS3.
IMO for the PS3 to become more of a kid's bedroom type of console, IMO it needs to become a cheaper and slimmer console, which IMO will certainly be the case for the long run. How many preteens currently have a HDTV and an internet connection in their bedrooms? As HDTVs are becoming the only option in developed countries and more people will opt for wireless internet, IMO this will however increase in due time.
IMO the Wii and PS2 at this point are the best kid console options (IMO the Wii has the best games suited for this audience, the PS2 has the most and cheapest games suited for this audience). If I had kids I would buy them one of those instead at this point. The PS3 being too expensive/big and the 360 also being too big, noisy, as well as being too failure prone.

LBP is too hard for kids below 7 years old. and the lvl creation tool is too complex

I agree, downloadable PSN games like Magic Ball, Crash Bandicoot, Noby Noby Boy, Snakeball, Ratchet, Toy Home, etc are likely more suitable. But IMO even the Wii controller isn't really suitable for kids that young, I would probably opt for a second hand GameCube Snes instead, if I would buy such a young kid his or her's own gaming console at all... (probably not!)
