I'd say it's 5-10 million EACH on both the 360 and PS3 (in regards to the 10 times comment).
Honestly, FF13 should be able to reach that, even if it only gets 8.8-9/10 (which is AWFUL by Final Fantasy Main Series standards).
Given the mediocrity of the average JRPG this gen, I'd be happy with an average of 85% (which is low for FF series).
